What is the oldest written source in this country that mentions this right?

Haiti

Freedom of religion is protected under Section D Article 30 of the Haitian constitution. It states that “[a]ll religions and faiths shall be freely exercised. Everyone is entitled to profess his religion and practice his faith, provided the exercise of that right does not disturb law and order” (constituteproject.org).
