Latvia

Under Chapter II, Article 6, The Saeima shall be elected in general, equal, and direct elections and by secret ballot through proportional representation by Latvian citizens over 18 years of age. Citizens who are eligible to vote for The Saeima are also eligible to vote in national referendums according to Chapter III, Article 80 of the Latvian Constitution.
