What is the oldest written source in this country that mentions this right?

Article 391 of Myanmar’s Constitution states that citizens at least 18 years old have the right to vote for each Hluttaw of their constituency. The only individuals that are not allowed to vote are those 1) “members of religious orders,” 2) those serving sentences, 3) incompetent individuals, 4) individuals otherwise disqualified by law.
