What is the oldest written source in this country that mentions this right?

Chad

Chad's 2005 revisions to the constitution were the first to offer freedom of expression in articles 28. However, the same article states "The law determines the conditions of their exercise." Which has allowed the government to suspend this constitutionally protected freedom.
