Article 11 of Malaysia’s 1957 contains the first assertion of freedom of religion in the country’s independent history. However, the article’s 5th clause stipulates that “in respect of the Federal Territories of Kuala Lumpur, Labuan and Putrajaya, federal law may control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam.”
