What is the oldest written source in this country that mentions this right?

Iraq

Freedom and restrictions to religion are enumerated in the First and Second Points of Article 2 of the Iraqi constitution. Article 2 First Point establishes “Islam [as] the official religion of the State and is a foundation source of legislation. No law may be enacted that contradicts the established provisions of Islam…” while the Second Point states that “[t]his Constitution guarantees the Islamic identity of the majority of the Iraqi people and guarantees the full religious rights to freedom of religious belief and practice of all individuals such as Christians, Yazidis, and Mandean Sabeans” (constituteproject.org).
